Plz Help!! CD-Rom problem

I cannot access my Cd and DVD rom.
BIOS detects it fine, even Windows says devices are working properly, but devices won't show up in "My Computer."
Loading a cd won't work.

Please help. Thank You.

1. Right click on My Computer
2. Properties
3. Hardware
4. Device Manager
5. Right Click and hit Scan for Hardware Changes

That works in XP, i cant remember how to do it in anything else.
