Plug and Play device confusion

I'm so confused about this. I've just bought this USB3.0 HDD dock for IDE and SATA hard disks. I have a lot of loose drives so this makes using them easy.

So, anyway, I couldn't get the thing to be noticed by Windows. So I contact the manufacturer and they say that because the device is plug and play it doesn't need drivers and all I have to do is make sure the drive is already plugged into the dock and the USB cable already connected before I turn it on and that only THEN will Windows see the drive. So, I do that and there it is. Fine. I unplug the dock, do the same thing to try it all again, Windows won't see it now. I try another USB port, won't see it there either.

What do I not know about plug and play USB devices that's making this so difficult for me? And why will none of my USB3.0 ports see the device which is clearly compatible?
