Pls Help- Asus P6X58D-E wont get past splash screen

As the title says. I just got this motherboard on ebay (http://www.ebay.com/itm/32094462383...AX:IT&_trksid=p3984.m1423.l2648#ht_500wt_1413) as being refurbished but working. I power the machine on, and it gets stuck at the splash screen. It will not go into bios. The red power light on the bottom left of the mobo is on and the computer makes a beep when turned on.

i7 920 w/ coolermaster hyper 212 plus and as5
Thermaltake 480w PSU (there is a 4 pin 12v adapter on this which i have plugged in instead of a 8 pin... could this be a problem? i searched google and it said it wouldnt be)
12 gigs ddr3 ram (working on a old machine). exact model:
DDR3-1600 Patriot PVT3G1600ELK. They are 2 ghz sticks occupying all 6 ram slots.
Geforce 6800xt (yeah i know. ancient... it is the only card i have now however and was planning on purchasing a new one once I was able to get this machine set up).

I have other devices (hdd's, dvdrw etc) but nothing else (including usb ports from the case) is plugged into the motherboard. The only components which are plugged into the mobo are those listed above.

I have reset cmos and taken out and replaced the battery as well. Nothing seems to be helping.

Could I have just gotten a faulty mobo from ebay and i need to hassle the dude and return it? or is there any other advice someone can give me?
