Please tweak my DSL service

I recently purchased a new laptop, and I'm having problems getting it to work correctly with my DSL service. My desktop has no problem downloading files off the net at an average of 64kb/sec. I used the same tweaks on my laptop, and the best I get is 20kb/sec. I've read every tweak based website, and changed the settings to every suggestion made, but no luck.

What else am I missing? It'll hit 60kb/sec in the first few seconds, then it drops to 20 or so after that. My desktop has no problem staying within 50-65kb/sec on almost every download i throw at it.
