This is the part i found most interesting --
"We don’t yet know to what degree the state Attorney General or the city’s district attorneys will bring criminal cases against our police officers," he said in the memo. "But we do know that these and other laws make you subject to new criminal or civil liabilities – including for interfering with people recording police actions, for obscuring your shield numbers and rank designations, and
for failing to provide necessary medical or mental health care to people in custody."
If Police are to serve and protect, why a need to point out the above??
I mean it implies that Police routinely violate peoples rights and routinely do not provide necessary medical or mental healthcare!
What kind of a fucked up Police department is this?
Plus since the Commissioner is worried about all the above then we can actually believe that all YES I sais all NYPD Police officers are bad apples!!
