Please recommend PSU+Case

hey guys...

Need some help quick. I ordered these parts for a friend, and the PSU is not powerful enough :(

System
Case: Antec TX640B w/ 400W power supply <-- Has only 14A on the 12V rail
Motherboard: MSI K8N Neo4-F <-- Needs 18A on the 12V rail :(
CPU:A64 3000+ skt 939
Video Card: Geforce 6600 PCI-E
Memory: Corsair 2x512MB
HDD: WD 250GB
CD Drive: NEC DVD Burner

So I'm shipping the case back, and was wondering what to replace it with. Help guys... can't really find anything for ~$130. I would like at least 24A on the 12v rail.

Get anything that's made by Coolermaster or Silverstone, or Lian Li. The best case makers hands down.

My most recent cases were the Nmedia 100s, and Thermaltake Tsunami, Antec Overture, FoxxCon $20 Case, and Generic (Made in China case).

this can be broken up too guys...

psu and case seperate if necessary, but the price should stay around $130

Antec SLK3000B from amazon.com = $46 shipped (Dual 120mm. Intake is optional)
Antec 430W-TPII from SVC.com = $77 + $8 s/h (17A on the 12v1 and v2)

oops forgot to mention that I neeed to get this from Newegg itself since they are waiving the restocking fee.

OT - belongs in Cases & Cooling!!!

That 400W Antec PSU has dual 12v rails - 29A total!!! Don't need more than that...

Ok I assumed it was the power supply that was not allowing the system to boot. I get it to run erratically... but most of the time while trying to power up, the fans just spin up for a moment... and then no reaction till I physically disconnect the power. Any ideas what else it might be?
