Is there a way to limit outgoing packets for Windows XP? Or is there a simple client program (preferably freeware, but doesn't have to be) that would manage/limit network bandwidth for a windows environment? I know of hardware based and linux based solutions, but was wondering if there exist a program that can simply take care of just one home computer.
