The sad fact is that we'll never know the truth.

I refuse to believe we were 110% clueless though. I doubt we knew what specifically was going to happen and ignored it on purpose, but to say that our CIA - the best in the world - had no clue is about as preposterous as it gets.

We all know the government is a corrupt piece of sh!t. This doesen't change anything. ;)

Knowing that a terrorist attack will occur and knowing what will occur are two different things. The CIA is informed that major buildings will be attacked. Do we shut them all down? We don't know if it will be a guy on a bike with a backpack charge of C4, a pre-positioned chemical weapon, a truck filled with fertilizer, etc. Without exact deatails, we are helpless and can only react.

The Israel Intelligence Agency (aka: Mossad) has been regarded as one of the best by far. I believe they captured one of the first MiGs and helped the US in finding out important information about the USSR during the cold war.
