Please help with weird problem

I have epox 8kta3 mobo with radeon 7000 card and win98 se.
When I go to internet explorer web sites , all the jpg pictures comes up scrambled.
I mean, there are colored dots instead of picture.
I can't see any pictures on web page.
with irfanview image editor, I can see the jpg pictures without problem.
if I play videos on windows media player, pictures are scrambled again..
I'd reinstalled win98 and before the installotion on video card,
jpg pictures are scrambled even on vga mode on the internet explorer web sites....
I'd downloaded all the updates for win98
I'd chose optimum settings at bios and problem won't go away.
I'd checked internet explorer options and problem is same.
what else I can do??????

Can you find your "FILE EXTENSIONS LIST" to figgure out what program is running them ?
IrfanView has a file extension setup. (plus it's a great program huh !)
You could switch to using IrfanView for .JPG there ?
You could uninstall the program that file extensions lists as the one running .JPG files.
Then reinstall it if it didn't reinstall it's self on boot up?

But there might be a support file problem, like some auto update files were garbled in download or something?
But if so many areas blow it when they show .JPG files, it's probably just one common file that's the problem ?

There is an Internet Explorer fix option in
C:\Program Files\Common Files\Microsoft Shared\MSINFO"
MSINFO32.EXE REGEDIT.EXE MSCONFIG.EXE are also usefull system info config programs
worthy of a desktop short cut icon.

Spyware ?
