Please help with settings

My screen size setting is stuck on 640 x 480 with the color
at 16 colors. But the colors are not clear. When ever I try to
change the screen size setting it tells me I have to restart my
computer for the change to take place (which I've never had
to do before) which when I do nothing changes. Then when
I try to change the color to 256 color it just pops back to 16
colors. Can someone help me fix this problem.
