My mother lives in a condo in Southern Ontario. Last summer, her downstairs neighbor was BBQ on his balcony and the wind was blowing the smoke into my mom's unit. She went down to tell him that it was against condo rules to BBQ. Since that day, my mom's car has been vandalized 5 times in the underground parking garage. This began only a week after this BBQ incident, her front right tire was slashed on the sidewall. The gash was over an inch long and the tire had to be replaced. About 2 months later, my mom went down to her car to discover her rear left tire suffering the same fate. Again, the sidewall was slashed and the length of the cut was just long enough to render the tire unusable. Last Feb., her left side mirror was totally ripped off and the motor for the power mirror was destroyed. The entire unit had to be replaced at the cost of several hundred dollars. Two months ago, a 3rd tire was slashed and had to be replaced. As of yesterday, someone had taken the time to scrap off her registration sticker on her license plate. In Ontario, it's illegal to drive a vehicle without these stickers and they're designed to be extremely difficult to remove and replacing it will cost you around a hundred bucks. So in total, her vehicle has been a target of vandalism five times and all occurring in her basement garage and all coinciding after the BBQ complaint. BTW, no other vehicles in the garage were ever a target of vandals. She, the super and many of the other owners have no doubt in their mind that it was the person in the unit below her. I spoke to the building's super, and it seems that this guy has had altercations with at least 6 other units and he is suspected of destroying the door on the mailroom. Apparently, he was quite distraught after no one voted for him as one of the tenants to serve on the condo's board of directors. I seriously want to nail this guy because in total, the damage has cost over a thousand dollars and untold hours of wasted time.
To make matters worse, I want to buy my mother a new car in the next few months and I know this creep will continue has cowardly attacks.
I'm seriously considering buying 2 micro spycams. One for the left side and one for the right and connecting them to a netbook powered by the battery in the car. The computer will be running a security DVR program activated by motion (pixel activated). I used a similar setup to catch my neighbor's dog leaving steaming fudge bombs in my yard:

Anyway, I'm trying to implement a DVR netbook, laptop or mini-tower system that won't drain my mom's car battery and at the same time, being capable of being powered on for extended periods of time.
Seriously, half the entire building would love to see this guy arrested. Any recommendations would be appreciated.
BTW, the police can't do anything unless he's caught on film and the condo building does not have a budget to install a camera security system.
