It should be the easiest thing.
And there is no limit to the number of times you can reforamt your hard drive.

All you should have to do is boot up your machine, insert the WinXP CD and follow the prompts to install WinXP. At some point along the way it will ask you if you wnat to upgrade, or reformat and do a "clean" install, choose the latter.

I haven't heard that one before.
I would fdisk my system......I assume you have backed up your data.
after running fdisk be sure to run fdisk /mbr three times

instert your xp install disk & go for it.
If this does not work I would employ a program such as partition magic to make sure you have no other phantom partitions on your hard drive. If you do find one or more be sure to delete them.

That's about all I can think of off the top of my head.
Let me know how it turns out

I assume you do not have a drive overlay installed. I have seen some problems with winxp in this regard.
Some hard drive manufacturers have shipped thier handy dandy install disks with their hard drives & instructed users to install the drive using their disk(s). Hey, guess what, that's a drive overlay.

I agree with littlegohan; go into your BIOS and change the option to boot from the CD. Pop in XP, reboot and it will start automatically. I just did the same thing 10 minutes ago after formatting the HD on my wife's computer. Worked like a charm.
