Please Help! No post on P4 system.

I really need some help as to why this new system I just built isn't posting.
No beeps, only the CPU fan spins for a couple of seconds and stops.

I pretty much have taken every step I can to ensure any of the other components are not interferring.

First off, I have the motherboard entirely out of the case on the anti-static bag.
Second, only one stick of Ram is installed as well as just the single AGP vid card.

-I have made sure to reseat the CPU and HSF.
-Reseated AGP vid card and Memory.
-Connected CPU fan connector to both the CPU Fan and SYS fan connections on the M/B.
-Made sure ATX P/S (reg. and 12v) connectors are secure on the M/B.

Any idea as to what might be wrong? DOA MB or P/S?

System Specs:
Pentium P4 1.7ghz (Pre Northwood from Dell machine)
Gigabyte GA-8srx MB
Compucase 300w ATX p/s
 
If you have a meter, check your psu voltages. Make sure that the lead coming from the cpu/hsf is connected properly ( some mobo's are set up to shut down if the proper fan speed isn't detected)

I have a multimeter here, how do I go about checking the voltage from the PSU. Attach the meter leads onto the PSU atx connector?

I tried connecting the the CPU/HSF fan to both the CPU and SysFan connector on board. Both no go, fan comes on for 2 seconds and shuts off.

I don't have the MB installed in the case right now. I have it on an anti-static bag.

I can't swap out the P/S to test another since I don't have another ATX P4 P/S?

The CPU isn't cracked.
The CPU came from a Dell machine that had problems as well. The Dell Machine wouldnt POST, but it did give a memory beep.
However changing memory in the dell machine didn't solve any problems, so I just finally gave up on the dell and was hoping to use the same CPU in this new computer. But now Im having problems with this new computer. 🙁

I really need to figure out which component is giving me trouble in order to RMA it if necessary. Any ideas? Thanks.
 
Well, just glancing over what you've posted so far, here are my 2 ideas for you.

#1, if your motherboard uses RDRAM (RAMBUS), they must be installed in like pairs. So, the problem could be that you only have 1 stick of RAM in if the board uses RDRAM.

#2, I know this one seems very elementary, but I once had the exact same problem as you when I built a computer. Spent 2 days messing with stuff and swapping out hardware confirming that it worked in other PCs. I would turn on the PC and it would have "power" for 1 second or so and then nothing. Come to find out, the problem was a very, very simple one. The voltage switch on the power supply came from the factory set on 230. Switched that puppy back to 115 and I was up and running.

Just some suggestions.

Finally narrowed the problem down to the power supply. I plugged in the power supply in to my old machine(Cel 550) and it does the same thing with that machine. Not enough power to turn it on.

So now I have to return the power supply to Newegg.
