Please help me troubleshoot a new PSU, recommend a good PSU tester.

I had a 300GB Maxtor SATA HD on an ASRock Socket 939 board w/ Opteron 146 working quite nicely with an old Aspire 500W PSU. I swapped out PSU's to an Antec NeoPower 480 modular PSU and when I booted up the first time I got an error saying something about no boot disk. I troubleshot for a while and ended up taking the HD out and trying it in another working computer and got the same error. I tried a MaxBlast 4 and PowerMax boot CD and the computer flat does not detect the hard drive at all. So, I guess it's toast.

Is there a test, short of throwing another HD on the SATA power connector, I can do on the PSU to see if it's working properly? I'd obviously hate to fry another HD. I am willing to spend some cash if there is some sort of PSU tester out there?
 
Tested the Neopower 480 with a tester from CompUSA and everything seems to work OK. This tester does not check under/over voltage though.

Can anybody recommend a better power supply tester?
