The troubleshooting guide also mentions a riser card for access to the board's display output. So technically with a USB stick, mouse, keyboard, display, and riser card, you could put the OS/recovery software on a flash drive and install the OS that way.
But I think you still need to speak with Acer/the original owner about how the device was configured from the getgo/ how to restore the thing.
Question: when you tested the original drive, what did you plug it into? Could you feel the drive spinning?
