my options are the processor and motherboard.

Can I got for i3 instead of i5 ?

will I be able to play games and do my CAD design and high level PCB and software design ?

Can I move on to some cheap motherboard ? will I have all the options like rapid start , PCI 3.0 ?
 
Yeah, if you're not overclocking you can drop to an H81 or similar motherboard and save like 50 right there. You also don't need the thermal paste (the OEM HSF comes with some pre-applied.)

I'd stick with the i5, but getting a cheaper/slower BD-R (-10) or a DVD-RW (-30) would save you some more cash, and a 750Ti instead of the 660 would save you 25. (Although the 660 is faster.)

I would get a cheaper case too. That one's pretty and you're paying for it. A Fractal Design 1000 is less than half.

I would probably end up with this. Not quite 100 saved, but you need more RAM for what you're doing and you'll probably want more storage too.

Depending on the games you play, you could make an argument for a higher-clocked, less expensive i3 CPU instead.

And if you drop back to 8GBs of RAM you're under budget.
