This thread will sum up my problem, it's not long.

I hate to start a seperate thread but his problem was resolved so I thought I would start my own built on that problem.

Thanks.

I am using an X850 XT PE PCI-E with the latest drivers and a 27 LCD-HDTV using a DVI cable.

I have tried
Edit shortcut with multiple resoltions
chaning the video.con files
deleting profiles

There is something I am missing, maybe the obvious. Again, any help would be appreciated as this is quite annoying.

I suggest not messing with the shortcut or even trying to get it to use the full display but rather concentrate first on getting the game to run at all -especially if it is capable of standard PC resolutions. Many folks make the mistake of messin' with programs like Refresh Force. Also disable the DirectX RR Override. So what does the TV support and does the manufacturer offer a Windows INF file to install? The game's default is 800x600@60Hz... but you tried editing video.con down to 640x480@60? Disabled driver scaling from FPD button? Any success with analog connections (component)? Search avsforum for your TV.
