Please help me figure out this PCI problem.

The problem is that even though my PCI modem and Sound Card are properly detected and installed. I am not getting any sound out of the soundcard. When I go to the windows mixer it even shows the bar moving like everything is playing fine. Also when I go to log on to the internet you can here the modem pick up the line but then it just stops and says there is no dialtone. Even though I just heard the dialtone. There are no conflicts listed in Device Manager for either of these devices and both say this device is working properly. I tried using a different soundcard from one of my other computers and get the same result everything looks normal but I get no sound. Yes I made sure the headphones work🙂. I am totally stumped. I've never seen anything like this. The PCI videocard I'm using is operating normally.

Things I've tried

1. Switching slots.
2. Removing all but the video and reinstalling windows and adding the cards in one by one this gave me the same configuration as i had before i started when i was done.
3. Checked bios for any settings that might apply. Arent a whole lot of em in this bios.

If anyone could solve this problem for me before I go completely crazy I would really appreciate it.

This may sound stupid, but are you sure you're not plugging your headphones into a line-out jack?
