That looks like 60Hz without gsync. You sure you're really running 144Hz + gsync? Check your monitor Hz while in-game. Also try DX11 instead.

Isn’t that normal? Maybe I can’t see the blur on a smartphone.

Disable blur in the graphical settings menu, unlike console games, PC games have actual settings you can tune, so make sure to disable blur, depth of field, sepia, grain effects, etc... those type of items. Otherwise it seems pretty normal to me from the video you provided, not too blurry. I mean you are playing borderlands 3, its a cartoony, hand drawn type of game, its going to look blurry to a certain degree.

I suggest you also disable V-sync in the settings, as often times using g-sync with v-sync can cause all sort of issues, like blurring, stuttering, lag, latency, etc... Even g-sync itself can cause latency. Make sure you also have 144hz enable in your monitor settings, often times these monitors have 60hz as default and you need to actually enable higher hertz.
