Please Help, I am having security setting problems in win2k.

I have written several times about this problem, and actually have recieved no replies whatsoever. I posted before in the tech support forum but gathered no help; thats why 'm posting here in the general. I am stuck between a rock and a hard place on this problem so any help would be appreciated.
Ok so now the problem.... i'll give a little background information. I will probably write a bit at length but in my belief too much is better than just stating a general problem, listing my processor, and hoping for a miracle... here goes.
Note: this problem is occuring in a system running Win2k Pro networked to another running win98.
About 2 months ago I noticed an odd problem when I attempted to watch a DVD, (using a reelmagic decoder card) I attempted to run the reelmagic player utility and I got an error message saying access denied to the file. I was a bit taken by this because I remember watching movies a month previous and noticed no problems. I poked around and discovered my problem's source was the fact that the file was not given full control over my system. I right clicked on the file from windows explorer, selected properties, hit the security tab and then checked the box labeled full control. I then ran the program again and a error message stated a .dll file was not granted access. So I found the file and gave it full control. I did this 2 times to other files and then the program worked.
As the days passed I noticed this occured with a few other programs. I would get an access denied message. This also happened when I installed Baldurs Gate II as well as Diablo II. Once again I fixed it by giving the files full control. As another measure I gave the C: drive full control as well. Everything seemed to be running as it should but then a week later another problem arose. I was on windows update installing a security update when I got the message that the install failed. I attepted to download another file but it failed as well. I linked this problem to the fact that for some ungodly reason my computer assigns limited access to files sometimes installed and downloaded. This happened to me prviously on a self executing patch for mechwarrior3 failed to upgrade the game, (I had to tweak its security setting) The problem I face is the fact that when using windows upgrade everything happens automatically and i cannot grant control to those files.
I would like to find a way to have a default access granted to files I install and upgrade but I cannot find where to do that ANYWHERE!!! Note: I am always logged on as administator, I have messed with my access features countless times, and I also changed the internet security features. I am quite sure this problem has something to do with the network I have set up. I cannot recall exactly when these problems started occuring but I do know they have started after the comps were networked, not before. Please help i'd rather not do a complete backup and reinstall as everything else is working well.

You are not getting answers because your problem makes no sense. I am an experienced systems admin and here is my advice to you.

It would seem you really do NOT need the security that win2k provides in your simple network. I would suggest you format and re-install win2k using the FAT32 file system instead of NTFS. If you are logged on as local administrator the only other rights issues you could possibly encounter would be file rights (read: NTFS) if you eliminate NTFS your problem will go away.

Otherwise I would have to hands on examine your system. Something is not right and the information you present does not lead me to it.

My problem didn't make much sense to me either.
I suppose a reformat is evident, although I am not sure if the NTFS file system is suspect, i would hate to reinstall only to find the same thing happening again.
What i find odd is the fact that the files appear to be CD files, as in the fact they are read only. I had previously had trouble with an install of Ultima Online on a previous system... It would copy the files but on a few of them properties remained the same. i.e. read only. After changing the setting to read/write the game worked fine.
I could see this possibly happening in WIn2k maybe... but i cannot see why it would happen from a downloaded file. unless somehow i either have a virus or for some reason something is screwing up and the system is misinterpreting the files to be from a read only drive.

I solved the problem, It seemed something was buggy with the install of Windows Explorer. I Noticed there was a service pack released for I.E. 5.5 I downloaded it and everything is working fine, guess it was just a bug, one i was lucky enough to have trouble with.
