Please Help! "Default" directories..

In Win95, I was used to an app "remembering"
where it was working - it would save to or
open from the same directory, with little
navigation required.

Now I'm using ME - no comments required, please -
and apps ALWAYS look to the "desktop". Why?

Can I change this behavior?
