please help, can't figure out problem with counterstrike

ok i have a epox 8k7a, 8500, 1.2 athlon, 512mb ddr, and a sound blaster live value running win xp. my problem is that when i play cs, it runs at 99 fps sometimes, but even when it says 99 fps, you can tell its not smooth. it says 99, but its a little jumpy. and when a smoke grenade is thrown, fps drops down to 30 fps sometimes, and in firefights fps goes down to 60 or 70. i wouldn't be complaining, but its just not smooth. i previously had a geforce2 pro, and it ran very smoothly and stayed at constant 99 fps almost the entire time, no matter what was going on. i have the latest xp drivers, newest via drivers, and even tried formatting xp and reinstalling it to no avail. someone please help, i might just get a geforce 3 instead if i can't get this fixed. i really don't want to do this, but it seems i might have to if i can't get this fixed.
