Still looking at the 2 pcs. I don't know much about computers but to me the main difference seems to be one has a dual and the other has a quad core, makes sense to me that 4 is better than 2. Is my theory logical? Keep in mind there isn't much price difference between the 2. Thanks in advance again.

Do you live in the US? Where are you seeing the ads for these PCs?

If you really want to do gaming, I would not even consider the first one. It is an APU with a very weak dedicated card. The card supposedly boosts the graphics performance of the APU integrated graphics, but so far this "asymmetric crossfire" does not work well, and usually is no better experience than running on the igp alone.

The second system would be definitely better for gaming, but it is made of 2 or 3 generation old parts. The quad core SB processor is still close in performance to the current generation because cpu improvements have plateaued out, but that is a very old graphics card. I am also not too confident of the power supply.

What is the price of the second system, and what budget would you be willing to go to? Perhaps you should ask the mods to move this to General Hardware and either look at building your own system, upgrading an off the shelf system, or purchasing a modern system from someplace like Cyberpower or some other gaming system builder.

Thanks, got the price down to $500 and pulled the trigger so now I just hope it's worth the price I paid

It should handle TF2 just fine. Down the line you could upgrade to a more modern and power efficient graphics card if needed.
