Please help, all solutions I've found solve nothing

First, the system specs:
Windows Media Center Edition 2005
Athlon 64 4000+
1 GB Corsair Value RAM
Biostar TForce 6100 Socket 939
Sapphire x1300 Graphics Card
AVerTVHD MCE A180 (light box) newegg link

I install all the drivers and they all seem to work, however, two drivers in particular fail. First is the Windows wavetable synthesizer. The second is the Avermedia tv tuner. All sources that I've found say it's a Windows permissions problem and to change some registry values to full control and everything should work. Well I did this and neither driver will install.

I have no idea what I'm doing wrong considering many reviewers from both Newegg and Amazon claim to have gotten this card to work with Windows Media Center Edition with no effort. Any idea would be greatly appreciated.
 
Well if anyone's interested, I determined that it has something to do with the drivers that came with the mobo for the onboard sound. I think something in the drivers is fubaring Windows MCE's PCI access settings. When I install the tuner before the sound drivers, Windows goes ahead with the installation.

On a side note, the tuner refused to work with MCE and avermedia's own software so I figure something must be wrong with the card if the driver will install, but neither media center nor avermedia's software will detect the card.
