It takes more than you think on Ultra settings. Your quote just stated that it could use that VRAM in Skyrim and GPU Tweak's graph showed my card staying well above 1GB the entire time. As with any hardware, usage patterns make a difference. I was just giving my example (and I played a lot of Bethesda games, mostly modded). If it doesn't apply to the O.P. he can ignore it. The anecdote about the power supply might be of use in allaying any concern he might have.
I had no issues are slow down and stuttering when play with mods on the GTX 560 1GB. The AMD CPU did hold me back a bit in some situation though. Skyrim likes Intel CPUs.
 
the amd 7770 is not bad for people on a tight budget, but for those that want to get the most out of their games, maybe something a bit more serious.

the overall performance ofthe 7770 is not bad for the price. you will get around 30 frames per second in modern 1080 p games.

he HD 7770 on the same performance level as NVIDIA's GeForce GTX 460, or a bit below the HD 6850
