Might be a stupid question, but has this to be done by the forum admins? Is there a number like if 150 different ppl support this thread he becomes elite member? I just haven't seen anybody yet getting promoted to elite member!

Yes, it is normally the Anandtech Moderator's who discuss whether the member should get Elite, and then give that status. It took about 2 weeks for them to decide to give me elite status
