As I understand, the process is very easy. Just go to BIOS and set multi to whatever it is you need. In my case its 4.40GHz. I saved and exited, but CPU-Z still shows 3.30 GHz, and so does Win 7.
I restarted, went into BIOS again, and it says 4.40GHz, just like I set it. Back to CPU-Z and I see 3.30GHz!
What gives?

UPDATE: Never mind. It looks like I have a whole lot of 3 different features in my mobo to slow down the CPU even if its overclocked. I have one of them disabled, but the other two were on. I disabled all of them and now CPU-Z shows an overclocked CPU.
