Is this OK, a little concerned about the diff between +12 and -12 and +5 -5
Is this normal?

Nothing on your PC runs on -5 or -12. It doesn't matter what they read as. Everything else is fine.

My 12V line has gone as high as 12.71v over the last day, according to Motherboard Monitor 5; even that is within tolerance.

I'd say +- 7% would be as far as I would go. PC Power and Cooling PSUs can hit +-1%.

what exactly does it mean when the 12V+ rail is 1 to 2 percent over? like say my 12V+ is 12.160? or in the case of the other person , 12.7 ?
