Playing movies fast and slow

Some movies in some palyers let you increase and decrease their play speeds.
This is great when looking for a certain section of a movie, and for taking screen shots of certain sections.
Is there any player than can do this with any movie?

I use powerdvd, watch movies at 1.5x sometimes 2x.
my time is valuable 😉

edit: won't work for divx AFAIK

Will it also do it slower, so I can get just the right shot to take a screen capture?

PowerDVD plays down to 1/2 speed and also has frame-by-frame
