Play game under 98 using xp

I?m playing counter-strike and it works with Windows XP but, for some reason my video card isn?t working at its fullest. The drivers don?t support opengl.. and i used to get 40 fps but I now get 7 -10 fps on the game. i heard something about changing xp into win 98 and use win 98 drivers when I play certain games.. or use certain programs???
