If you have a cable box, there is no point in having a tuner.
If you buy a set that has a tuner, you want to look for the "QAM" capability where it list the specs (ATSC, NTSC, QAM are the 3 I think). QAM lets you pull *unencrypted* HD feeds from the cable line in your home. ATSC, IIRC, lets you pull down free HD signal over the air *if* you live close enough to the towers.
A TV would have an internal tuner (and speakers) so you could receive OTA (over the air) broadcasts w/o an external tuner (like a cable box). Panasonic makes a commercial line of plasmas w/o tuners that many people prefer due to their low profile look.
I would suggest a monitor if you have a cable box, and HT system. A monitor will usually look better than a tv, because it doesn't have the extra speakers. It'll also be lighter and should be cheaper as well.
It really depends on the brands, oftentimes it is. Personally, I find a tv tuner worthless since I have directv and have to use the box with it anyway.
