Planning on buying a custom rig with an extreme budget....... Please HELP!!!!!!

What happens when you add a 3770k on a Z67 mobo....... will I still get the performance when you install it in a Z77 mobo...... Will the performance be less or something like that..... I hope I still would be able to use the onboard graphics (HD 4000) to its fullest..... The reason i'm asking this question is because i'm gonna buy a i5 4430 on a Z87 Mobo...... I'm impressed by the onboard graphics and I should mention that i'm on a really tight budget and can't buy a discrete graphic card ..... My dad doesn't think that its worth it......... Anyways if I buy a Z87 Mobo i5 4430 i'll still be able to install a better 5th gen intel processor with a better graphics when it releases right ???? This is the config that I have in mind
AS Rock Z87 Extreme 4
Intel i5 4430 (HD 4600) with stock cooling (I know that it's a locked processor and can't be overclocked but as I mentioned I have an extreme budget)
Acer S221HQL Monitor
Microsoft Desktop 2000 (A wireless keyboard & mouse combo)
WD Blue WD10EZEX 1TB Hard Disk
Corsair Vengeance (1X8) GB
Any cheap PSU and Cabinet (Within 5000 Rs (inr) or $85) (It would help if you could suggest a PSU and cabinet at the price range)

If you guys have any better alternative for the products mentioned above at a similar price it would be great help!!!! Tell me if I'm missing something or something that needs upgrading.....

And hey is the i5 4430 still overclockable, I know that the multiplier is locked but can I still overclock it some other way like increasing FSB, etc and can I overclock the graphics or is that locked too...... And If the processor is completely locked can I still overclock other components like RAM even though I have a locked processor onboard to get a better gaming performance. And after the 5th gen processors get released can I still install a 5xxxk and can I still get a fully uncompromised performance on the Z87...????
I'll still get the full graphic performance that the 5th gen processor has to offer right???? (I care about the graphic performance)

I currently have an ancient P4 clocking at 1.7Ghz.... So this would be a considerable upgrade...... Please do help...... And sorry for typing so much and making you read so much I forget to stop when its anything related to computers........ I apologize and thank you in advance..... ;););):$:$:$

No offense, but what will you be using your PC for? Gaming? Because no-one in their right minds buys Intel IGPs for gaming. Should have bought an A10-6800K and 16GB of fast RAM, if you are interested in gaming and cant afford a video card.

what you have posted sounds like you're building yourself. No one can really help you without more info.

All latest titles at 720p with low - mid quality.....

Instead of telling that I can't afford a graphic card I should say that graphic cards or banned or taboo in my house since my dad won't allow them...... He says that I have to concentrate more on my studies........

And Yes I'm building it myself with some help..... And will be used for light to mid gaming......

It is pretty hard to get a future proof pc, since a new CPU is released allmost every year, making the old obsolete.

You can probably buy a old used PC with more performance for less money. If you can convince your dad about that idea, it will be pretty hard to avoid getting a graphic card also.

Maybe make a deal with dad...bring up your grades next year and then go for a graphics card?
