Planning a trip to Los Angeles. Would I need to rent a car?

To get around L.A., do I need to rent a car, or is their public transportation system the way to go? I figure I'll be doing a lot of the touristy stuff, though I haven't quite planned the trip out yet.
 
OK. Do most hotels in L.A. charge for parking? Or, can I likely just find street parking, depending on where the hotel is?
 
it depends where you are staying. i know the downtown hotels charge. westin bonaventure is $22/night and most of the other hotels are most likely priced similarly.
