Place your bets, will new Power Supply fix my problem?

I have a weird problem with my PC. It used to shut down all the way when I selected Shut Down. Then, it started only going to "It is now safe to turn off your PC." At that point, if I held my power button down for 4 seconds, the computer would restart rather than shutting down. I had to hit the power switch on the UPS to shut down the computer. I was having some problems with my Abit BH-6 motherboard, and thought it might be the cause of my computer not shutting down, so I replaced it. I now have an Epox 6VBA-2, which I like, but my system still does not shut all the way down. However, when I hold down the power button for four seconds, the PC shuts down instead of restarting. When Windows tries to shut down my system, I hear an audible "pop.... whir......" like the computer is about to shut down, but it just doesn't go all the way. I have a 250W power supply from 1998, which is now the oldest thing in my computer, so I ordered a new Sparkle 300W power supply. For all you Power Supply experts out there, is this going to fix my shut-down problem? Also, could it possibly be in the wiring between my power button and mother board? I never know which way to orient the power switch wire. The other ones I just orient one way, turn it on, see if the LEDs work, if not, I flip 'em. Then I usually just orient the other ones with the text facing in the same direction.

No, I don't think that's a ps issue. Are you using Win98, if yes, then get the critical updates, there is a known Win98 shutdown problem. BTW, your system shuts off when holding the power button in for 4-5 seconds because it's set to do that in the BIOS.
