We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. Just right click on your desktop>Properties>Settings and then pick from the list. To adjust the refresh, Settings>advanced>Monitor Is your monitor shown? If not update your driver from Properties>Driver.
You'll need to make sure that Windows knows the capable refresh rates of your monitor. Sometimes you need to tell Windows you have a different monitor that what it default to. You can manually set the monitor type to be an NEC multisync montior for instance, and that should allow for different refresh rates to be avaiable on the "advanced settings" tab for the video card.
