Pioneer DVD Sux?

I have the Pioneer 304s slot loading DVD. It reads 10/40 however when I use it to burn a CD, nero & EZ CD creator say that the DVD player only reads at 4x it should read it at a max of 40 and I think a minimum of 17.2x Do I have something setup wrong? I am using the Windows drivers and the only drivers I could find for it on the net were dos drivers. It does the same thing in win 2k as does win 98. Any help would be appreciated.
