Ping time degrades after restart of router, what do I do?

After I restart my router, the ping is around 40ms to 60ms but then it creeps up to 999ms+. This has happened on two linksys routers and a zyxel router I have had and does so quite regularly. Could there be a problem in the wiring, modem, or is it the ISP?
