Ping-pong balls in bulk? Packing peanuts?

Where can I buy these two products in bulk? As far as ping pong balls, they dont need to be high quality. I'm not gonna play table tennis with them. Packing peanuts; where can I get those? Especially the ones that melt in water?

I've found 144 ping pong balls for 28.99. Can anyone find lower? I'm looking to get like 1000 for under $100.00..?

I know the Container Store has big bags of packing peanuts that you can buy, both the styrofoam kind and the corn starch kind. Of course everything there is kind of overpriced. Maybe they'll give you a discount if you buy a bunch.

All I need is balls that will work to make smoke bombs with tin foil...

Also, balls that will be round and solid to fill something with. i am not playing with these
