PIII impossible to unlock right?

PIII is impossible to unlock it's multiplier locks rights? but why? how did people unlocked AMD chips?

One of the ways that AMD became popular was exactly that, Making it possible to unlock the chips.

I don't think Intel has had a unlocked cpu since the P2 333MHz.
