pIII 866 @ 923...win 98se please help

today my system started doing very strage things...At start up its fine but when i open windows explorer or internet explorer or some other app... the mouse pointer turns into a hour glass every 6 seconds...keeps doing it even when i close everything down...if i play a game "counter strike" i get the hour glass in my cross hairs...WONT GO AWAY...
I tried reformating, new ram , removed nic cards...no help.... ANY IDEAS...thanks

asus cuv4x, ibm 20gb 7200 rpm hd
prophet2 gts 64mb ddr
xgamer..dvd, cdrw..ps2 mouse and keyboard

i did try that...my system has been oced for 3 months this just started to happen
