PIII 650 cbo spikes to 70C +

I have a PIII 650 cbo oc @ 910mhz, Asus p3v4x mobo, alpha pep66 and delta 38 cfm fan, 4 80mm case fans in a antec sx830 case. Using Motherboard monitor 4.17, I get temp spikes in the 70C range when playing Quake 3. Is this normal?

My slot 1 650E at 910MHz while using 1.75 volts use to do the same thing on the Asus P3B-F. This was using a cheap $15 dual fan cooler. I noticed that the surface of the heatsink wasn't flat, so I decided to lap it using high grit sandpaper. It helped... a little. The temp still goes to 58 degrees C under full load. Thats still better than around 70 degrees though.

The problem that I heard was associated with the P3V4X was the temp being reported wrong after returning from a suspend.
