PIII 1GHz FC-PGA & H/S Fan Question??????

Got a question. Does anyone know if the PIII 1GHz FC-PGA has some kind of sensor that won't allow it to run if a H/S Fan isn't attached? The reason I'm asking is that when I tried to start my pc the other day to see if the chip, I just got, was ok it wouldn't start. I put the H/S Fan on it and it started right up.
"I wasn't going to run it without a H/S Fan" Just checking the chip.

i dont' think so..
and why would you wanna wisk good cpu like 1gighz by not putting hs/f on and try to run it?
noticed cpu get very hot at start up, and cools down...

As I stated above I was not going to run it like that. I wanted to see if it would post. Thats all. I was testing some chips and just needed to know if they were good. I figured if they posted they were good and I could shut down before going into windows. Basically I was trying to short cut. But with no H/S Fan None would. All did though with H/S Fan. My question was is there a sensor that prevent the chip from starting without it?

The CPU doesn't but alot of Motherboard have a safety feature built in if they detect no Heatsink fan they won't boot.
