PIII 1.2 temp: 38 start, 42-44 average = normal?

Is 42-44 celsius average temp for a PIII 1.2? Hopefully I'm not putting unneccessary strain on the CPU. It's using an Antec CPU Cooler HSF.
 
My 1.0a at 1.4ghz runs about 40c max - but would run fanless at defaut speeds with just a pep66 and 47c temps
 
Despite their low voltage, Tualatins don't seem to run that cool at idle, even though they don't heat up that much under full load. With good cooling, e.g., PEP66, my 1.0A at 1333 (1.55v) runs about 42 degrees, and my 1.4-S (default) runs at about 40.
