p3 1.1ghz, winXP, Intel 82815 integrated graphics, 8yr old 17" CRT (Digital corp, which got bought out by Compaq a long time ago)

I dont have a spare monitor.

If it's not the monitor, then what else can be wrong?
 
It could be caused by an electric motor nearby, like in the next room, or a floor below or above. If it just happens intermittently, see if there's a cell phone near it.
 
Does it happen all the time or occasionally?
Ocassionally, might mean something online maybe causing a electrical glitch.
All the time, maybe video card. Other signals: Green tint, lines, speckling or weird happenings could be videocard last gasps.
Your video is onboard, then a inexpensive videocard buy is recommended.
 
Try degausing first. If that doesn't help, and it has an onboard menu system, see if you can't find a "reset" that will return the monitor to factory defaults. Finally, considering how old it is, check the monitor cable...it might be thin and not have much shielding, so as mech pointed out it could be electrical interference by just about anything (even the monitor itself), so a new cable may be in order.

However, I suspect the monitor has decided to give it up.
 
My old CRT will do that too. What i did was i moved my monitor from a corner of a room, where there're two sides of wall behind it, to an open area and it stopped shaking.
(could it be the wall???)

Check if there's any electronic stuff that's affecting it.
 
8yr old. its gonna die. expand..contract..expand..contract. its inevitable. time to get an lcd, save your eyes, the price is right now🙂 if its not dead already it should be. its probably faded and hard on the eyes.
 
There's no way to be sure that this is caused by the monitor on the internet -- you have to do the typical swap and test to ensure that the problem is the monitor and not the video card, computer, or some other device / signal.

That said, there's a good chance that it's the monitor -- I had one do that myself (erratic vertical hold and keystoning). Repair costs would have been too much, so it was replaced.

The good news is that LCD's are generally much cheaper and better than before, and CRT's are very cheap.

Degaussing most likely wont help in this situation, it only works when there is magnetic interferience that has left a mark on the front of the monitor. From the description he has provided it soulds like his display is on it's last mile. You can often find used monitors for free or very cheap on craigslist.org, just be sure to choose your local town (san francisco is default) before you browse.

Sounds like good old EMI to me. Move things around - move the monitor - move some cables. What is next to it?
