Picture Power (Watts)

According to this spec sheet (PDF) from RCA, this monitor has a Picture Power of 42 W. What does Picture Power refer to?

Is it actually how much power the set would draw from the wall to produce the picture? Wouldn't that be abnormally low for a CRT, especially one of this size? or has the technology advanced far enough by this time that, that is considered reasonable?

Yes that'd be astoundingly low for any large CRT. A 19 inch monitor is like 130W. However that's not a 52 inch CRT, it's a rear projection screen. The actual CRT is very small with high resolution so it looks good when scaled up, so 42W isn't entirely uneblievable.
