Question PicoPSU with a laptop charger is really efficient?

Let's consider the picoPSU-90 (92%/95% efficiency) with Leicke ULL Power Supply 12 V Universal (84% efficiency) -> their combined efficiency is 0.95 * 0.84 = 0.798 at best. Am I wrong or this is indeed the reality?

Here is about a system which most of the time will be idle. As an example an i3-6100 + stock CPU fan + Thermaltake core V1 + 8G RAM + 2T SSD consumes at idle 22W.

I just bought an i3-8300 with some other parts (see https://pcpartpicker.com/user/adrhc/saved/QqzBbv) and it takes 22.8W/h while idle (and without the Seagate - Barracuda 1 TB). That 22.8W is an average for 5h 50min of light usage (text files edits, short browsing, ~ 10 reboots and console working). So the picoPSU is definitevelly a joke - just compare my result with the related Wattage Breakdown.

It passes 12V through directly, so the efficiency would be 84% for the 12V rail.
