I believe it was a status symbol for being wealthy. Apparently, if you had bound feet, you could pay for someone to carry you around for the rest of your life.

As long as they aren't forced into doing it, it's not a huge jump from extreme tatooing/piercing/body modification that is done everywhere in the world.
