I'm trying to figure out where this pic was taken, but can't decipher what's written on the memorial.

Did you check the embedded EXIF data left there from the digcam? It probably had GPS coordinates.

Yup that's it. Only reason why I recognized it was cus I visited DC over the summer and saw that statue and didn't know who it was and examined it and researched it since DC has tons of monuments for people that aren't well known.

I knew the name, but not the monument. Rte 40 is called Pulaski hwy through parts of MD.
