Physics project: input greatly needed! Valve specialist needed :)

The drawing is not perfect, but it will help you to understand how I imagine it to work. The valve is opened manually to start. A burst of water is released. The water impacts on the watermill and it rotates, pulling the cord attached to its axis. The valve opens and releases another burst of water. A spring ensures the valve closes as the water leaves the windmill. This repeats until the water reservoir is depleted.

I was wondering if anyone could suggest how we go about constructing the valve, or if you can buy ones that would do the job. It can't require much force at all to open, so it should be a sluice type valve. It must also have a diameter more than a cm, so enough water is released each time.

Any help would be greatly appreciated.
