PHPBB enabling HTML help

Hi,

I have a forum that uses PHPBB. HTML code is off and BBCode is on. I have a user that will be making a thread that is a sticky. I would like to enable HTML code for this specific thread but only for the entry that starts the thread. Anybody replying would still have HTML functionality turned off. Is this possible?
